OP’s with a status of HOU are being ignored by RBE220B

    Just in case it’s not just us, here is a helpcall I have just raised.

    Description:
    URGENT: HOUSING OP’S NOT BEING TRANSFERRED TO HOUSING (RBE220B) SINCE 6.4 INSTALLED.

    We have just discovered that all our OP’s which are changed to the status of HOU are not being transfered to housing via the RBE220B job which is run on a weekly basis on a Monday morning as part of the housing interface. This has stopped happening since 6.4 was installed on the 15/08/11. I have checked the rbe342*.adj reports and no HBO’s have gone across since the upgrade. Here are some claim numbers to assist with your investigation: 30116256, 30116320, 30087422. All of these claims have oustanding Overpayments with an action of HOU which have not been picked up by the RBE220B process. These are ones we have picked up manually, potentially there are many more.

    Please can you investigate as a matter of urgency?

    Northgate have issued a bulletin (884) in connection to the problem above as follows:

    BENEFITS – OVERPAYMENT RECOVERY ISSUE FOUND IN RELEASE 6.4

    Release 6.4 introduced a new parameter: IMOVEREC, this parameter allows the user to decide whether or not to reduce the overpayment by the underpayment or to pay it out.

    If this parameter is set to ‘Y’ the system should automatically ignore the overpayment recovery start date if there is an overpayment and underpayment for the same period.

    Unfortunately, a number of issues have been raised as a result of setting this parameter to ‘Y’ and the following WMS’s have been raised:

    86279: RBE312B- WHEN IMOVEREC PARAMETER= Y ONG OVERS DO NOT GO TO SD
    86288 : RBE312 AUTO SEND OVER WITHOUT ACTION CODE TO TBP SD

    On further investigation the main issue is that the system is not recovering ANY overpayment where the recovery action has been set. This means that no overpayments with an action on them, whether they are at NEW or ONG, are being recovered.

    Therefore, until these WMS’s have been fixed Northgate strongly advise customers to set the IMOVEREC parameter to ‘N’.

    We have amended the parameter as suggested, this also explains the other issues we were having with OP’s being ignored.
