Overpaid Rent Allowances

    In the notes to the subsidy claim form, it says:

    What does “total expenditure” mean in relation to cells 101-110?

    Do these cells include overpaid amounts?

    For example: 2006/07 total payment (cell 94) £10,000
    2006/07 overpayment of £3000 (£1000 this year and £2000 prior year)
    What should cell 101 be (assuming this is a new scheme case)?

    a) £10000 – as this is “total expenditure” during 06/07
    b) £9000 – “total expenditure” not including 06/07 overpayment
    c) £7000 – “total expenditure” not including any OP
    d) some other amount, for some other reason

    Please help!

    I believe it is the gross figure including the overpayment that is entered in these information cells. The same figure should be in cell 101 as that in cell 94.

    Chris (H) is correct, as from 2007/08 these figures when added should come back to cell 094.

    Apologies to users of other systems, but this did start off as a general query.

    However – should I now be worried, as Northgate is doing (c) from my choices above, ie calculating the cell 101-110 value by removing all OPs from the cell 94 figure. This has left me with at least one case where I have a negative value in cell 105.

    That claim shows:
    cell 94 £2818 [period Mar 06-Mar07]
    cell 97 £4255 [period Dec03 – Jun06]
    cell 105 [color=red:3759ea9e24][b:3759ea9e24]-£1437[/b:3759ea9e24][/color:3759ea9e24]

    Do you have any netted off overpayments on that case?

    As far as I can see nothing has changed since last year and the overpaid benefit is not included in Cell 101
    Overpayments will be recorded differently on the 07/08 claim.

    There aren’t any netted off OPs as far as I can tell. Case is fairly straightforward. It started off being paid at a higher amount, and then part way through the year it was re-calculated to a lower figure.

    I’m happy with cell 94, as total payments made are £2818. Also, the OP total is correct, at £4255. Of this amount, £373 was overpaid during 06/07, and the remaining £3882 is for prior years.

    I was expecting to have £2445 [£2818-£373] in cell 105, and I can see how it might be £2818, but I don’t see why I have the negative amount.

    B.Watmough:
    Thanks for that, but my problem is still which OPs aren’t included. Not counting current year OPs seems to make sense, but that doesn’t seem to be what the system is doing.

    I think the negative amount is correct.
    MPF720A notes refer to current year overpayments and I think this includes all overpayments created in 06/07.
    I have some negative amounts in these cells.

    Sorry I should have paid more attention to the original post on this thread which mentions 2006/7. Prior to the current year 2007/8 the information cells do not include the overpayments raised in that year. So using chrisb’s example cell 101 should be £7000. However if we had similar numbers for a case in 2007/8 cell 101 would be £10,000

    I think I might slowly be getting my head round this. But – why is an OP identified during 06/07, but for which the benefit was paid during 05/06 (or earlier), a current year OP?

    Chris – it isn’t – the current year O/P is £373 and this amount is also included in Cell 94 (the rest of the O/P had been included in Cell 45 in prior years).
    The other cells want the total O/P.

    Cell 101 should only include the amount for which 100% Subsidy is being claimed, therefore it should be net of all overpayments. (See guidence notes that came out with the Schema.)

    PS – where I might disgree with some colleagues here is that IMO in relation to the subsidy claim “current year” overpayments refers to DWP error OPs recovered in the current year, not all OPs that relate to the current year.

    I.E Cell 94 should contain all DWP errors whether recovered or not.

    All current year overpayments must be in Cell 94 otherwise you are deducting those in Cells 95,96 etc from nothing and thereby losing money for the authority

    All I am saying is that Cell 94 includes DWP error overpayments identified [b:0194dd03e3]in the current year only[/b:0194dd03e3].

    Cell 95 includes ALL DWP error overpayments recovered in the current year irrespective of the year in which the OP was created.
