    for a private tenant change of address, where the new rent has to be referred to the rent officer , is the processing time measured to the point when a interim assessment is made or when the final determination is made?
    i am aware that it is the final determination for new claims but just wondered if it was any different for change of circumstances/change of address.

    It is the date of the “final” assessment. There is of course no payment on account for changes of circumstances so there is no “interim” assessment.
