I have been advised that when an assured tenancy ends and becomes a periodic tenancy that the landlord becomes liable for the council tax other than the tenant .
Can anyone advise me whether this is correct and whether the landlord is obliged to advise the tenant that the assured term of the tenancy has ended.

I think you have been misinformed. The tenant will always be liable in these circumstances unless the landlord is resident or the dwelling is an HMO.
