    Would you consider a ‘person affected’ on all decisions(not just for recoverable overpayments) to be a partner?

    If so, should all decision notices be addressed to the partner as well as the claimant? Should they be be notified together or separately?

    No, there can only be one claimant and (save in v.unusual circumstances) one person affected.

    I’d only regard the partner as a person affected if s/he was a “prescribed person” – i.e. a target for recovery purposes. Otherwise, no (assuming that there are not some highly unusual weird and not so wonderful circumstances).
