Yes, we’ve tried that in Moray. We’re currently in the second year of the scheme. We organise three draws per year. In each draw we pick ten winners from our Council Tax-payers who pay by direct debit (there are a number of qualifying conditions, amongst which is that at least three instalments must have been paid, there can be no arrears, and that the Council Tax payer is a *natural* person [i.e. not a company or a firm]).
Each winner gets presented with a £100 grocery shopping voucher for the store of their choice.
It is hard to qualtify the success of the prize-draw scheme. But the bottom-line is that in each year of its operation our direct debit take-up has increased.
