DHP has been requested by a claimaint. But the reason for the top up is due to the non dept deduction. I was wondering if this could be accepted as a DHP or as its a non dept top up we can not pay.

Yes, you can pay. Back in the dim, distant past before DHPs and EHPs there was a provision specifically allowing HB to be increased where benefit was reduced due to a non-dep deduction or because of the taper (Reg 69(8) of the HBGR 1987).

Under DHPs you can pay for pretty much any reason you like, provided that in your opinion the claimant requires additional assistance with their housing costs. So, for example, if you had a pensioner whose only companion was her pet dog and she couldn’t afford her rent because of the dog food bills, you could pay a DHP if you thought it reasonable under the circumstances.
