s13a discretionary discounts

    Does anyone work at an Authority that awards discretionary discounts, in respect of either an indivdual or a class of cases.

    I’m particularly interested in light of the ombudsmans decision in relation to Redcar and Cleveland BC refusal to consider a case after removing the second home discount. Ombudsman report 05/C/3367.

    I’m not interested in removal of discounts for Long Term Empty properties, or second homes, but specifically the discount award under section 13A of Local Government Act 2003.

    Hello Phil,

    here in the South Hams we have awarded one, and are likely to award a second for similar circumstances (in brief – discount equivalent of a DBR to a property that would qualify for DBR, were it not for the fact that it is not the disabled persons main residence. The properties are used for meeting the needs/wellbeing of a disabled person).

    Requests for the 13A discounts are looked at on their individual merits, and The Council has delegated authority to make any decision to the Leader of the Council in conjunction with the Chief Finance Officer.
