    Hi,

can someone settle a difference of opinion please?

If someone owns their home, are the service charges HB eligible or do the DWP pay them along with the mortgage (assuming they qualify for Mortgage assistance)?

    Thanks.

If the clmt is an “owner” (as defined under HBR 2), then all payments made by him/her are ineligible for HB – HBR 12(2)(c).

I’m assuming we’re talking leasehold on a flat??

Payments by an owner are not eligible for HB. I’m pretty sure DWP won’t pay either – all they cover is mortgage interest.

I thought that the DWP could pay some service charges for leaseholders

Annual income twenty pounds, annual expenditure nineteen nineteen and six, result happiness. Annual income twenty pounds, annual expenditure twenty pounds ought and six, result misery. The blossom is blighted, the leaf is withered, the god of day goes down upon the dreary scene, and—and in short you are for ever floored.
