    I have a claimant who gets low rate DLA Care and Mobility but also get Severe Disablement Allowance. There are no non-deps and no-one gets CA for him. Does he qualify for the SDP?

    No – it has to be middle or high rate care component.

    SDA is misleadingly named – it is a legacy benefit and is the equivalent of Incapacity Benefit or more recently ESA awarded to a person who has no contribution record as a result of incapacity since childhood. There was also a period long long ago when certain married women got it: it used to be called the Housewife’s Non-contributory Invalidity Pension.

    But whatever, SDA is an ESA-level benefit rather than a DLA-level benefit. So there is no reason to think that an SDA claimant ought to be in line for the Severe Disability Premium.
