I see what you mean … the one month’s grace only applies to a person who is receiving a passport benefit, and by the time he claimed he wasn’t. To take advantage of the extra time, he really should have claimed by 30 May – is that where you are going with this one?
I think he’s OK. Here is the exact wording of Reg 83(5)(a):
[i:c963f6e227]”in a case where an award of income support or an income-based jobseeker´s allowance has been made to the claimant or his partner and the claim for housing benefit is made within one month of the date on which the claim for that income support or jobseeker´s allowance was received at the appropriate DWP office, the first day of entitlement to income support or an income-based jobseeker´s allowance arising from that claim;”[/i:c963f6e227]
I think he has complied with that, and so the “standard” period is just a change of circs arising very soon after the start of the award.
