I have been asked to collate a list of statutory functions that both the Revenues and Benfits sections must do.

I would appreciate some help on this just to ensure I have covered everything.

I have the most obvious (I think). Here are what I have come up with so far

Section 151 Local Government Act 1972

“ … every Local Authority shall make arrangements for the proper administration of their financial affairs … “

Paragraph 5 (4) the Accounts and Audit Regulations 2003 (SI 2003/533)

“The accounting control systems determined by the responsible financial officer on behalf of a relevant body … shall include—

    (a) … measures to enable the prevention and detection of inaccuracies and fraud, …”

    [u:103a1d973d]Regulation 89 Housing Benefit Regulations 2006[/u:103a1d973d]
    “Decisions by a relevant authority
    89. – (1) … any matter required to be determined under these Regulations shall be determined in the first instance by the relevant authority.

    (2) The relevant authority shall make a decision on each claim within 14 days of the provisions of regulations 83 or 86 being satisfied … “

Regulation 83 – Time and manner in which claims are to be made
Regulation 86 – Evidence and Information

    [u:103a1d973d]Regulation 90 Housing Benefit Regulations 2006[/u:103a1d973d]

    “Notification of decisions
    90. – (1) An authority shall notify in writing any person affected by a decision made by it under these regulations –
    (a) in the case of a decision on a claim, forthwith …
    (b) in any other case within 14 days of that decision …”

Section 1 Local Government and Finance Act 1992

“ … each billing authority shall …levy and collect a tax, to be called the council tax … “

Regulation 4 – Non Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1988

    “The requirement for demand notices
    4. – (1) For each chargeable financial year a [billing authority] shall … serve a notice in writing on every person who is a ratepayer of the authority in relation to that year.”

I would appreciate any advise or pointers if I have missed anything.
