Student Certificates issued when reqd hours not met

    We are currently reviewing status disregard discounts for students – which has brought to light that some colleges are issuing certificates where students are not on full time courses as per the regs. (ie. attend at least 24 wks per accademic/calendar year and undertake periods of study, tuition or work experience which amount to an average of 21 hours a week.

    Has anyone else come across this? – If so how have you approached the situation?

    I understand that DOE Circular dated 20 November 1992 gave guidance on the issue of student certificates – Unfortunately, I cannot find our copy of this circular – Can anyone supply a copy of the above circular please?
