This is a reply I had off the DWP:

Thank you for your enquiry.

I apologise for the delay, this Circular has not been issued yet and
hopefully will be done by the end of August. However you may find the
disregard rates for 2008/2009 in SI No:1599/2008. Rates of grants and
loans can be found on the DIUS website.
