Temporary absence

    A tenant, who isn’t on HB/CTB at present, has advised me that he will be travelling for about 3 months (under 13 weeks) from this Sunday. Can he put in a claim for HB/CTB before he leaves or does he have to be resident at the time of claim?

    I cannot see any reason why he cannot claim in advance. There is nothing to say that he has to be resident at the time of the claim after all we accept a claim from a prisoner while they are in jail. However I am assuming that he has already been resident and we are not talking about someone taking on a new tenancy he has not yet moved into.
