Training – Council Tax Appeals (Valuation Tribunals)

    Hi there

    Does anyone know of a trainer who can deliver training for our Appeals and Complaints Team on council tax appeals to VTs:

    ~ preparing submissions
    ~ applying caselaw
    ~ VT procedures
    ~ presenting

    The team will be taking on appeals on issues of liability, e.g. being made liable, amount of liability, qualifying for exepmtions/reductions. The team is very experienced in dealing with Benefit Appeals, but would benefit from training on the rules and practicalites of appeals to VTs.

    Also, is there any guidance/good practice materials for LAs on these matters. Have looked at VTS website but all material geared towards memebrs of the public.

    Any info/help would be appreciated.

    Would the IRRV website provide some information for you?

    Hi there

    IRRV website was my first port of call. My search “valuation tribunal” resulted in links to the techincians exams and profiles of various people.

    Am I using the wrong search words?

    Possibly,

    Maybe you would need to contact them and explain exactly what you want and they may be able to supply details of a training officer/organisation.

    I noticed you’d also posted this on the CT board so the reply there mentioned CIPFA. We had a self employment trainer from CIPFA (some years ago now) and he was good. If the IRRV details aren’t forthcoming, try CIPFA (or try them as well, no harm in a little competition).

    Also try talking to Welfare Rights who may have a contact who could do what you’re looking for.

    As a member of a Valuation tribunal in another life, (no, I don’t cover any of the appeals against the LA I work for 😯 ), try approaching the local Valuation Tribunal Office direct.
    Staff there do courses for members of the tribunal, and also get in outside trainers, so if not able to help you themselves, they may be able to recommend someone. 8)
