This may sound like a silly question but I cant find any hard and fast guidance on how to treat 16 to 18 yr olds for HB.

I am aware of the careleaver rules – but what of the 16 to 18 yr olds who find themselves privately rented accommodation because they either have to or want to leave home?

Can anyone point me towards any guidance please?

As far as I’m concerned there is no guidance as such. As long as you are satisfied as to residency/commerciality/income etc then they are treated the same as over 18’s
