Under 35 and end of Transitional period

    Capita have advised that they do not currently have the answer to how we reassess our cases that need the SAR applying from the end of the TP period. Please see the response below. I know we can go through and amend the bedroom requirement but getting the correct month’s SAR rate is the problem. Would anyone be willing to share their plans please?

    RESPONSE;

    It is apparent that we will need to provide a means of reassessing under 35 claims once the TP has ended and SAR begins.

    It is clear from the guidance that DWP has issued to date that the SAR rate to be used at the end of the transitional protection period must be the rate at that time and that the LHA anniversary is not to be changed. Whilst this is relatively straightforward as a concept, in reality we have the dilemma that, in most cases, the TP ends on a date sometime in the future of the latest decision i.e. the one made at the anniversary date. To be able to calculate entitlement from the end of that TP period you need a ‘rate’ on which to calculate an entitlement. Local authorities will not have SAR rates for future dates, in fact as I understand it you only receive updates a few days before the start of the next month. How can a decision on benefit entitlement be made without knowing what the LHA rate will be 9 months down the line?

    As you know our software is able to calculate benefit entitlement as at the anniversary date each year, it is in effect a ‘real-time’ assessment carried out in the month of the anniversary and so the LHA rates are known at the point of the calculation, this is done via hb7480 followed by hb6080.

    With the SAR change we now need to provide a way of carrying out another assessment outside of the normal automated anniversary period, effectively revisiting claims and assessing them twice in one year ensuring that the SAR rate replaces the one bedroom rate.

    Once we have a solution to this, we’re thinking about a temporary batch process (given that TP ends December 2012), we will of course update customers of this and hopefully very soon.

    I don’t think there is a way other than identifying all the cases affected. Going through each and every one to establish when the TP ends and putting together a list that shows month by month when the SAR applies ( assuming no changes ). So for example as soon as we get Jan 12’s LHA rates I will re-assess all cases where TP ends in January and they go onto the SAR.

    Thanks for that. If the Jan 12 SAR is diffferent to the April 11 SAR rate (presuming this was the last anniversary month), how are you going to get Academy to use the Jan 12 rate?

    I think it does that part automatically. I did try it in test by making up Jan 12 rates and it seemed to work. I understood the the problem was simply that you can’t action these changes in advance because you don’t know what the rates are in advance.
