VF.. gone; Security Guidance… gone….what is there now???

ParticipantI was looking at how the VF has morphed into various guises under the now defunct NI181. One of the items I found was the DWP Action Plan for tackling fraud and error. In it they have stated the following target:

Currently, a blanket approach taken to the verification of all new claims regardless of the likelihood of any particular claim containing fraud or error. So, supported by earlier use of the data available to our matching service, we will develop a risk-based approach to the verification of new claims. This will be supported by [b:e405c76027]guidance to local authority staff [/b:e405c76027]that will equip them to spot typical scenarios where we know there to be greater risk to the integrity of the benefit system.[/i:e405c76027]
The action plan indicated this would be in place in 2008/09. The word I am interested in is “guidance”….anyone know where this is??
Does anyone have a risk based verification policy they have developed?

GuestThey did send out a PC based training package a couple of years ago and they do continue to send out the “risk disk” if you want it (but as its now practically useless since SHBE came in, because it doesn’t hold historical data, I don’t know many authorities who actually use it) and, errr, that’s it

ParticipantSunGard Public Sector have developed a product in consultation with DWP. The HB Direct (Oct 2009, Fraud & Error special) had a few details. Please note : I am in no way affiliated with SunGard, nor am I recommending their products, I’m just pointing you in the direction of some research that might help re Risk Based Verification.

GuestI know these posts must seem ancient and the world is now a very different place 18 months on, however I thought I’d try to reinvigorate this thread in light of the recent S11-2011 circular published by the DWP detailing guidance for those LAs adopting a Risk Based approach to verification.
Just a few comments from me:SunGard Public Sector was bought by Capita in December 2010, however the part of the business that created and provides the Risk Models for RBV solutions was bought by a company call Coactiva. Coactiva’s RBV solution integrates with all major back-office and eform solutions across Revs and Bens. James Rawlins is still around and focussed on helping LAs maximise benefits gained from adopting a Risk Based Approach.
Scott, now time has passed and you have been using the solution for a while, are you in a position to provide feedback?

It was never meant to be predictable, but a pension aged claimant is usually low risk, as are most Passported, so we just put them into payment from info provided, unless we feel there is a discrepancy. Medium risk are treated as normal, so normal evidence is required, and high risk is another beast, but each LA using SunGuard is handling these differently.
In terms of processing times, we have seen these decrease to 19 days, but this is also partly due to setting this as priority docs which have to be actioned in 5 days. I’d say on the whole it is a good system. I would be scared to imagine it on a national scale though.

ParticipantThanks James – I do have a copy of HB/CTB S11-2011 but was looking for the HB/CTB Security Manaul to which the HB/CTB Guidance manuals still refer.

GuestI don’t think the DWP have actively updated their guidance for some time now. Even on their website parts of the Guidance Manual make out of date references. The section about liaision with DWP hasn’t been updated since 2006 in some cases!
