If someone applies for Pension Credit and doesn’t qualify, do we then pay their standard non – I.S. claim from the date of their HB application or from the 6th October?

6th October or if they attained pension age after that date, the date they reached pension age.
The transitional rules which are in reg 29 of the HB/CTB Pension Credit regulations make no reference to being in receipt of state pension credit, the qualifying criteria is purely age.

If the question is when would the claim be [b:b27e7644a0]’paid'[/b:b27e7644a0] from, wouldn’t the answer be the 13/10/03…?

Yes, you are quite right. The claim would be treated as made on 6/10/03 and paid from the following Monday 13/10/03.
