This may seem a silly question but is there a definition for the date a claim is deemed to have been determined for right time indicator?

In the following scenario:- claim assessed on Monday but neither letters or payment released because an error is found. Correction to the claim done on following Thursday, which releases letters and payment. Is the correct date of determination/decision the Thursday, or can a case be argued for the earler Monday date to be used in the stats?

The clock stops when a decision is made (not when the decision notice or payment is issued). Your new claim measure will stop on the Monday. The Thursday decision is a revision to your Monday decision.
On a technical note, since 1st April the right time measure no longer exists although the DWP will be publishing the new claim and change event performance separately from now on.
