The Role

Due to the Finance Restructure, we are looking for a Head of Revenues & Benefits to work as part of the finance team in the discharge of the Directors Section 151 responsibilities including ensuring statutory and regulatory reporting and compliance. The Revenues and Benefits service is a public-facing service and it’s important that the service functions effectively and efficiently at all times ensuring compliance with Government statutory requirements, good practice guidance and Council policies, to provide an excellent service to residents.

This role is responsible for providing the Revenues and Benefits service including Council Tax, Council Tax Support, Business Rates, Housing Benefits, Welfare Support and Free School Meals, ensuring the completeness and quality of financial management within a defined area of responsibility. Key focus will be providing strategic management and support to the staff working within these areas and identify, research and seek to take advantage of developments in technology to improve service efficiency and effectiveness.

You will play a wider part in the leadership within Finance, supporting the Section 151 , ensuring good financial management and contributing to the successful delivery of services to customers, residents and businesses

About You

As an ideal candidate for this role, you will:

  • Have achieved a relevant qualification with post qualification experience.
  • Have an extensive knowledge of welfare benefits gained in a relevant environment and an ability to apply knowledge to different scenarios.
  • Have an ability to lead service improvements and embed a strong performance culture within the service. A track record of challenging poor performance in individuals and teams
  • Understand the political context and local government operations -the laws and regulations applicable to local government and its jurisdiction.
  • Have strong people management and coaching skills, with the ability to identify and support the development needs of individuals and teams, be approachable and actively encourage the views of others, thank people and celebrate success
  • Be self-motivated, with a pro-active approach. Capable of working on own initiative and have an ability to formulate, prioritise, manage, and deliver deadlines under pressure and to rapidly changing deadlines

Salary range / grade: Grade SM1 £49,696 to £51,662 per annum (pay award pending)

Hours: 37 Hours/week, Permanent
