National Non Domestic Rates Manager

Shropshire Council

The Organisation

Shropshire Council is an agile organisation that embraces innovation to address the changing public sector environment and puts improving the quality of life of all local people at the heart of everything we do.  The National Non Domestic Rates Manager role offers opportunities for the successful candidate to have a positive impact on the Revenues and Benefits Service, while increasing their own professional development and profile and furthering their career as part of a stable, well respected, and forward thinking team.

The Role

The Revenues and Benefits Service provides vital statutory services to the Council in the assessment and collection of Council Tax and Business Rates and assessment and payment of Housing Benefit and Council Tax Support.  These are challenging times in Revenues and Benefits due to

  • Increased pressure to maintain our high collection rates
  • The continued requirement to process benefit applications accurately and quickly
  • The application of different charging polices
  • Changing customer expectations
  • Welfare reform changes and the introduction of Universal Credit.

The National Non Domestic Rates Manager will report directly to the Revenues Manager within the Revenues and Benefits Service.  This vacancy has come about due to the pending retirement of the existing postholder.  The successful candidate will lead and develop our existing Business Rates Team which includes our Visiting Officer function.

The Person

We would expect candidates to be ambitious Revenues and Benefits professionals with experience of working in a Revenues and Benefits environment who are seeking to further their career within Revenues and Benefits.  As well as having good knowledge of Business Rates legislation, we would expect candidates to have a good technical and practical application of business rates reliefs and exemptions and the rating list.  This is a great opportunity for a forward thinking Revenues and Benefits professional to become actively involved at an exciting time for Revenues and Benefits.

These are changing times in business rates, with rates retention, business grants and additional reliefs and discretionary schemes to be designed and administered.

The primary work base will be Shirehall with the requirement to work regularly from home.
