About the role

We have an exciting vacancy for an experienced Senior Officer in the Control Team to join the Revenues and Benefits shared service between East Herts and Stevenage Councils, which has been operating since 2011.

You will need to demonstrate extensive knowledge of the Housing Benefit system, including subsidy and regulatory issues. You will have a proven track record and be confident of working with and meeting the diverse needs of colleagues from both authorities.

Some of the key responsibilities include:

  • The efficient and accurate administration of all Housing Benefit and Council Tax Support appeals ,  this includes  requests for reconsiderations of Benefit applications,  in accordance with the appropriate regulations, legislation and guidance.  Also preparation and presentation at relevant tribunals
  • Carrying out reconciliations, and identification and correction of discrepancies between the Revenues, Benefits systems and central financial systems
  •  Completion of returns from government departments and other agencies,   including HBMS
  • Carry out appropriate check of all the integrities  for Housing Benefits, Council Tax Support and Debtors
  • Responding to queries from the Revenues and Benefits team in accordance with the relevant legislation.  Ensuring the Council’s agreed guidelines and policies are followed to maximised benefit entitlement and subsidy.
  • Liaise with shared service authorities and external organisations, including promotion and awareness and supply of statistical and other data.
  • Undertake and lead on internal and external training on Revenues & Benefits legislation etc, ensure staff training needs are identified and achieved including improving procedures and processes.
  • Assist with external and internal audits including detailed workbooks as required
  • Work closely with internal and external Shared Anti Fraud Service to assist with evidencing fraud investigations in accordance with the appropriate legislation, including  reassessment  and attendance at court when required

About you

 This role will suit an enthusiastic team player, who enjoys detailed and time specific tasks. The ideal candidate will have:

  • Excellent verbal and written communication skills, with a strong customer focus
  • IRRV technician or equivalent experience
  • Experience of using Capita Revenues and Benefits software.
  • Ability to understand and relay complex information clearly in relation to Benefits
  • Ability and willingness to help support and provide guidance and advice to less experienced staff.
  • Relevant legislative knowledge.
  • Knowledge of Windows based office package.

Salary range / grade: Grade 7, £31,621- £35,010 (Inc. Local Weighting) pro rata

Hours: Hours: 37 full time
