Our service aims to provide excellent customer service to residents in the city to provide statutory and discretionary benefits in a prompt, accurate and person centred way, supporting the Council’s commitment to support vulnerable residents and mitigate poverty.  

To achieve this, we have a number of Benefits Operations teams consisting of a manager, Technical Officers and a number of Benefits Officers. Our Appeals (Casework) Team is comprised of a manager, a Development Officer and Technical Officers.   

We are recruiting for a number of Technical Officers for our Revenues and Benefits Service. There are two separate roles available, based within our Benefits Operations Teams and our Appeals Teams.  

The Benefits Operations Technical Officer primary responsibilities  

  • Supporting Benefits Officers with complex cases 
  • Making Discretionary Housing Payment decisions 
  • Actioning system reports 
  • Deputising for Team Manager when required 
  • Feeding back on training, process and policy issues relating to guidance 

    The Appeals Team (Casework) Technical Officer primary responsibilities  
  • Reviewing Housing Benefit and Council Tax Support decisions and recommending and applying changes where appropriate.  
  • Writing Tribunal Service and Valuation Tribunal Service papers in response to Appeals 
  • Presenting cases at Tribunal 
  • Feeding back on training, process and policy issues relating to guidance

    Staff can access the Council’s Flextime Scheme. Subject to business needs staff can work from home the majority of the time. Our homeworking hours start at 6am and finish at 7pm with core hours between 11am and 2.30pm. You can also take a maximum of two days a month as flex leave under the scheme as long as you have made the time in advance. Staff will be expected to attend the office for training, team meetings, or as required. 

    We can also consider part time flexible working arrangements depending on individual circumstances.

Salary range / grade: Salary: Grade 6 £26,975 to £30,095 (Bar at £29,174) per annum

Hours: Contract Type: Permanent Full Time Hours: 35 per week Work Location:  Alexandra House, Moss Lane East, Manchester, M15 5NX. Flexible working and homeworking available.
