DWP research from more than 300 local authorities across Great Britain (April 2013 to September 2013) suggests that local authorities had agreed to spending almost £55m in DHPs, with English councils having committed 37 per cent of their annual allocation, Scottish councils 59 per cent and Welsh councils 46 per cent.
