Yes it does, if they are provided by a registered HA in England. But the limit only applies to the core rent, not service charges*.

The reason why there were two figures last year was that CPI + 1% across the board would have caused huge resentment and hardship among self-funding general needs tenants, so the regulator imposed a below-inflation limit on general needs increases. This was a one-off for the 23/24 year, and it didn’t apply to supported housing for which providers were allowed to apply the usual CPI + 1%. This year, there is no sub-inflation limit for general needs tenants so the CPI + 1% applies to everyone.

*For “affordable” tenancies the limit applies to the whole rent including service charges, but you don’t normally find supported housing in the “affordable” portfolio.
