I would say it is a service charge and so can potentially be restricted. From what you’ve said the landlord agrees and hasn’t included it within the core rent. It does sound high but that could be because it includes charges that could potentially have been included separately. Sometimes landlords include costs for staff that don’t actually provide IHM but normal housing management or admin, and that can inflate the figure.
