A saving will only materialise if the collection rates hold up though. It's worth pointing out that the monies given to Councils every year to pay for CTS have reduced in line with the central government grant. Even if you accept the line that the amount for CTS hasn't altered, it just means that the amount given to Councils for other items has reduced even more. It also doesn't add up when some Councils are facing negative RSG amounts in coming years – where's the CTS money then?
If the idea behind the end of CTB wasn't to transfer of the cost of CTS from central to local government, why did they start out with a 10% cut in the budget and then roll up the CTS money in the overall central government grant?
