If it remains a temporary decant, as opposed to a permanent decant, and they are being charged for 1 or the other property till new properties are built, status quo remains.
If it's a permanent decant, and it doesn't as if that's the case, that will be another matter as reg 7(4) only refers to a temporary decant.
