To me, the guidance raises more questions than it answers and I hope there will be a revised version soon!
Crudely, it looks like what happens is that whatever HB the claimant is entitled to on the last day of their HB claim, they then get another 14 days worth. It is based on their old accommodation if they are moving, and bears no relation whatever to their housing costs at tHe new address.
But – what about non-dependent deductions & the bedroom tax? Presumabtly these will be applied as if they were still in their old accommodation too
Looking at Example 2 in the guidance the only way the extra 14 days HB may be different is that the claimant gets 2 weeks of passported HB, as they are on UC, with no income taper.
