It is virtually impossible to tell from the customers SoS letter why the Housing Element may be restricted (sometimes it can be worked out from assumptions, such as with SSSC levels etc ) – in my experience however, the only other way to get that info is to contact the UC service centre.
I find it bizarre that the DWP don't see any need to include details on the SoS as to how the HE has been determined – how can the customer question the figures without being fully informed? Also, how are we, as LA's, supposed to report back to the DWP on DHP spend when often customers don't know state why they are claiming for DHP?
